Norton was installed on my machine but the 'internet security' part was turned off, and the anti-virus was doing periodic scans but was not active. I am unable to open social networking sites and some stuff. Sometimes, due to some reasons you may be just disallowed from downloading any files from the Internet. once again, thanks a lot! Can't Download anything Using IE9, but I can with Chrome. check here
