Apparently, when MS discontinued support for WINXP and IE8, they forgot to disable SmartScreen Filter, which no longer cleared websites as it should and gave us the ‘Web page cannot be anyway, i don't have a router, and i had zone alarm, but i always shut it down, and since have removed it completely.
